The wallet is an item that holds all your money, showing its amount on a small paper slip sticking out. When banknotes, received as a delivery order payment for example, are stored to inventory, they're automatically added to the wallet.
On machines that prompt for transactions, such as career managers, service points and shops, simply use the wallet on the money slot to pay.
The wallet is acquired at the very start of the session, and can be force-retrieved if lost, using the inventory.
