The comms radio clear mode is used to remove rail vehicles, for example if they are blocking the way, and there is no other way around. Removed DVRT vehicles go back to a pool, to potentially reappear sometime again in the future. Privately owned vehicles, on the other hand, are instead reset to their default starting position.
Depending on the session difficulty settings, it may not be possible to clear a vehicle without rerailing it first. Also, there may be a cost involved to clearing a vehicle.
If any car with a delivery order is removed, the order will be canceled immediately. Because of this, the clearing function is intended to be used only when necessary, but not as a convenience.
To clear a vehicle, aim at it and shoot.
